Minutes March 20, 2006
The Croswell City Council met in Regular Session March 20, 2006, at the William Aitkin Memorial Library, 103 N. Howard Ave., Croswell, MI. Mayor Pro-tem Macklem called the meeting to order at 7:30 P.M.

Administration: Acting City Administrator/City Clerk Suzanne Dobson, Police Chief Dave Hall

PLEDGE OF ALLEGIANCE:
Approval of Minutes from the Regular Council Meeting of March 6, 2006 and Special meeting of March 13, 2006.
O’Vell moved to approve the minutes of March 6, 2006 and March 13, 2006, second by Willis. Motion Carried.

Willis moved to approve the Agenda as presented, second by Hugdahl. Motion Carried.

VI ADMINISTRATOR'S REPORT:
Absent
VII COUNCIL MEMBER REPORT:
A. Black: Absent
B. Macklem: 1. Check for liability issue on the dumpster behind Bea’s Diner; 2. Ambulance Service contracts are they being paid. Ans: Yes.
C. Willis: No report
D. Hugdahl: 1. Railroad tracks on M90 when are they going to be repaired. Ans: Spring rebuild.
E. O’Vell: No report
VIII UNFINISHED BUSINESS:
a. Blight Ordinance: Waiting for review of City Attorney. O’Vell moved to table until the next meeting, second by Hugdahl. Motion Carried.
IX NEW BUSINESS:
a. Historical Society: Cindy Fockler member of the Historical Society wanted to let council know that the Historical Society is in charge of the Museum. There are 21 members of the Society.
Macklem stated that the Historical Society has been in control of the Museum. Have a legal letter stating that the Historical Society is not part of the City of Croswell. The historical society is a volunteer organization completely independent of the City of Croswell.
Macklem questioned the funds that were donated to the Historical Society in 1997 from Sesquicentennial?
Fockler - Those funds are in the bank.
Bob Knight, Parks & Recreation Chairman - the city paid the lease on the Depot since 1987, this lease was to be paid with donations. The city has paid this lease since 1987 without donations.
Agreement needs to be created between the City and the Historical Society for the use of the new Museum building. City Administrator to meet with Cindy Fockler.
b. Uniform Traffic Code Violations - Amendment:
Willis moved to set the Public Hearing for proposed ordinance amendment to the Uniform Traffic Code Violations for April 17, 2006 at 7:30 p.m., second by O’Vell. Motion Carried.
c. Boom Mower Bids: Received 4 bids:
Russel Harper - $348.00
Bernard Hillman, Yale - $608.50
S. R. Otulakowski, Snover - $811.00
Vaughn Woodard, Croswell - $1,010.00
Recommendation to award the bid for the Tiger Boom Mower to Vaughn Woodard for the amount of $1,010.00.
Hugdahl moved to accept the bids for the Sale of the Tiger Boom Mower and to award the bid to Vaughn Woodard for the amount of $1,010.00, second by Willis. Motion Carried.
d. Cros-Lex Little League Parade: Little League President Greg Biscorner has requested to have an Opening Day Parade for the Cros-Lex Little League. Mr. Biscorner submitted the parade route for approval.
Chief Hall has some concerns on the route, but he will speak with Mr. Biscorner and work it out.
Willis moved to approve the parade route for the Cros-Lex Little League Parade to be held on May 6, 2006, second by Hugdahl. Motion Carried.
X PUBLIC COMMENTS
XI APPROVAL OF ACCOUNTS PAYABLE:
Hugdahl moved to approve the Accounts Payable for the amount of $197,667.80 and the bills be paid, second by O’Vell. Motion Carried.
XII ADJOURNMENT:
With no further business Mayor Pro-tem Macklem adjourned the meeting.
